Only one in two 11-year-olds in Saint-Denis, a northern suburb of Paris, know how to swim—an essential skill, especially with the Seine River and the ocean close by. Swimming in the Seine is restricted until 2025 due to rehabilitation efforts, leaving residents with just seven pools to learn in.
